NSEAD responds to the inequalities in ITE bursaries
The NSEAD year ended with the welcome news that Damian Hinds MP and Nick Gibb MP agreed with us that each subject on the curriculum should be given equal distinctiveness and authority. They responded to our concerns. We asked them to change this, and they did. Visit the DfE’s Get into Teaching website and you will see that art and design stands proud as a discrete subject.
However, we were certainly not satisfied by the response to our second concern; the positioning of art and design within initial teaching education. We asked: Why is music treated more favourably than art and design? Specifically: Why is an ITE bursary offered for music but not for art and design when music has recruited more successfully against the Teacher Supply Model (TSM) for the past three years? On this point, the DfE were less than convincing - ’the total number of art and design trainee teachers has remained stable in recent years and has been consistently higher than the number of music trainee teachers.’NSEAD is clear: the data simply does not support this.
Personally, I believe that all teachers deserve to be supported through training - they shouldn’t have to compete for funding. But, if bursaries are being awarded on a supply and demand basis, we ask that this be applied consistently and transparently. Other 'non-ebacc' subjects: music, and religious studies for example, will require fewer trainee teachers in 2019-20 than in the previous year and consequently have decreasing ITE recruitment targets based on the TSM (-17 and -118 respectively). Our letter of response explains these subjects have been allocated ITE bursaries. This is not fair, and it must be challenged.
We have again asked Nick Gibb to explain this ongoing discrimination against art and design trainee teachers. We will, as ever keep you, our members informed.

On Tuesday 22 January Sharon Hodgson MP hosted a Cultural Inclusion Manifesto reception in the House of Commons. The event, attended by NSEAD, was supported by nasen (National Association of Special Educational Needs) working with Every Child Should and the manifesto’s authors Paul Morrow and Rachel Christophides.

The NSEAD are keen to ensure that teachers are supported during their initial teacher education and early career. We are in discussion with the DfE about the lack of ITE bursaries for art and design teachers. So, we are looking forward to learning more details on the Early Career Framework (ECF) and recruitment and retention strategy, just published.

The Durham Commission on Creativity has been looking at what this means for the UK; what business and society needs, what educators could do to prepare young people for these challenges and the particular contribution that the arts and culture sector could make to this task. In this lecture, Sir Nicholas Serota, NSEAD patron, Chair of the Commission and of Arts Council England, discusses the context for the Commission, and shares his hopes for its outcomes.

The Plan, Prepare, Provide: Art Teachers Residential at the University of Leeds offers an opportunity for teachers and their schools to improve their delivery of both academic and practical art and design lessons.
